Mr. Avila pointed to how plans for the Inner Belt highway in Cambridge, Mass., were halted after protests by faculty members at Harvard and the Massachusetts Institute of Technology.

On Sept. 12, the man walked into the VA outpatient clinic on the South Belt Highway and filled out paperwork to begin receiving care.

HGTV’s FrontDoor blog notes that Louisville “has two personalities. There’s the urban area within the Watterson Expressway belt highway, comprising the old city and its early suburbs. It’s funky, urban and politically ‘blue.’

To start off his "circumferential traffic" system, he proposes that the city first institute one-way traffic on all streets and avenues, then proceed with construction of the belt highway and organization of property owners for rebuilding Manhattan in block units.

But the rest of Manhattan, now "all mixed up," would be reshuffled in a more orderly scheme: placing industry along the belt highway, housing in separate areas and parks around the riverfront fringes.
