At a conference for female leaders, Harris herself spoke about the chilling effect Trump’s turbulent first months back in the Oval Office have had on people afraid to speak out.

She likely will not be that leader—and it’s not a chilling effect that has her and other Black women sitting this one out.

“We all know, President Trump and his administration and their allies are counting on the notion that fear can be contagious. They are counting on the notion that if they can make some people afraid, it will have a chilling effect on others,” she said.

A majority of the US public still backs the crackdown, but it has had a chilling effect on communities of foreign students who have found themselves caught up in the blitz.
